Cosmobet owner: why an open ownership structure strengthens trust standards in Ukrainian iGaming

An open ownership structure: from the operating company to its ultimate beneficial owners.

The question of "who really stands behind the company" stopped being mere curiosity in the gambling industry a long time ago. For banks, regulators and players themselves, an open ownership structure has become a practical criterion of trust. The Cosmobet owner believes that it is the transparency of beneficial owners – not the size of bonuses or the advertising budget – that determines whether an operator survives in a rapidly maturing market.

Just a few years ago, a complex multi-tier ownership structure spanning several jurisdictions was seen as ordinary business optimisation. Today the very same structure, if it cannot be explained quickly and unambiguously to a bank or a regulator, automatically falls into the high-risk category – regardless of whether the original motives for creating it were lawful.

“An opaque ownership structure no longer protects a business. It only postpones the moment when the regulator asks an uncomfortable question,” notes the Cosmobet owner.

A legal framework that tightens every year

The Cosmobet owner stresses that recent changes have substantially deepened the verification mechanism: the state registrar now cross-checks a much wider range of data on the individual – from passport details to the nature and share of beneficial ownership.

  • Legal entities must continuously keep information on their ultimate beneficial owners (UBOs) and ownership structure up to date.
  • Any changes must be reported to the state registrar within 30 working days.
  • Failure to submit or late updating of information entails administrative liability.

Verification of UBO data in the state register is becoming ever deeper.

Notably, these requirements are being tightened in Ukraine not in isolation but as part of a broader fight against the entry of opaque capital, Russian capital in particular, into the Ukrainian economy – and gambling, as an industry with a high cash turnover, is under especially close scrutiny in this context.

The verification mechanism now sets out a clear algorithm for the state registrar: if there are doubts about the accuracy of the submitted data, the company receives a request for clarification and has ten working days to provide supporting documents. Only then does the registrar decide whether to remove or keep the mark indicating possibly inaccurate information in the register.

Why iGaming in particular needs greater transparency

The Cosmobet owner explains the specifics of the industry: the high turnover of funds and the nature of the business make gambling a natural target for attempts to disguise the real owners behind nominee holders or complex offshore chains.

Banks, for their part, increasingly refuse to serve companies whose ownership structure raises questions during compliance checks – no matter how profitable the business looks on paper. The Cosmobet owner notes that for an iGaming operator, losing a banking partnership is not just an inconvenience but an actual halt of operations, since without stable access to payment infrastructure it is impossible either to accept deposits or to pay out winnings to players.

What openness really gives an operator

“Transparency is not an expense on lawyers. It is an investment that pays off every time a bank or partner decides whether or not to work with you,” emphasises the Cosmobet owner.

The Cosmobet owner highlights the concrete advantages enjoyed by a company that deliberately keeps its ownership structure open and up to date. For a brand aiming at a long-term market presence, a clear corporate structure and the legitimate status of the ultimate beneficiary minimise any risks in dealing with state regulators.

  • Faster access to banking services and payment partnerships.
  • Lower risk of account freezes due to suspicions from compliance departments.
  • Greater regulator confidence when reviewing applications for new licences or their renewal.
  • A reputational advantage with players, who are increasingly interested in who stands behind the brand.

Ultimately, openness radically reframes the very perception of regulatory requirements: it transforms compliance from a forced legal formality and financial burden into a powerful tool of operational efficiency. When a business operates in full transparency, the main barrier to rapid growth – bureaucratic friction – is removed. The team no longer spends weeks agreeing routine transactions or answering endless compliance requests from counterparties. Instead, internal business processes run smoothly, which significantly shortens the time to market for new digital products and streamlines integration with international payment gateways.

Transparency as a competitive, not a formal, advantage

The Cosmobet owner is convinced: companies that treat UBO disclosure as a box-ticking formality rather than a real tool for building trust will lose to those who view transparency strategically. As legislation continues to tighten, the gap between operators with a genuinely transparent structure and those still relying on complex, opaque ownership schemes will only widen.

For a player choosing between several licensed platforms, the availability and clarity of information about the owners is gradually becoming as important a selection factor as payout speed or the quality of support. Whoever invests in transparency today gains an advantage that everyone will have tomorrow – but much later, once the market has fully grown used to demanding this information from every operator without exception.
